Damp / Sweat raising on Internal walls

We have put wall panelling up in the hall area and it was stuck straight to the wall- oak pannelling, we have just began to repaint the two living rooms on either side of the hall and noticed the skirting has come from the wall in both rooms we took this off to find what looks like damp on all wall which is on the other side of the panelling. we think it may be sweat as the hall area was tight to the wall and it has no breathing. what are our options
1) Take all the hall panelling off and put laths behind it
which would be a major job.
2) put the skirting on within the 2 living rooms but put a
lath on them to bring them out from the wall and have
to put air holes on the top of the skiring to let the
wall breath.

wood floor? or solid floor? what type of solid?
 
are all the rooms in question heated
 
is it a very old house?
 
is it damp behind the oak paneling? it must be!
