The Stern Review in October 2006 stated that if we do not take action right away, the impacts of climate change are likely to lead to huge economic costs later in the century. Later, the Chancellor announced: “All new homes in England will have to be carbon-neutral by 2016”. A longer speech, by Communities Secretary Ruth Kelly, confirmed this. David Olivier believes that the government is approaching the problem from the wrong angle.

Extract: "The government defines a “zero-carbon” or “carbon-neutral” home as a property with “zero net emissions of carbon dioxide from all energy use in the home”. The home is designed so that there are no net CO2 emissions, averaged over a year. So far, all well and good. But is this to be tested by calculations or backed-up by measurements? And does no net emissions mean no real CO2 emissions? Here are some options by which I perceive people may claim to meet the standard.
