Not before time
What is actually shocking is the ignorance and sluggishness of Britain in this regard. I saw a TV programme in the 70s which showed a house that didn't need heating, even in winter. Not only that, the house was in Sweden!

Likewise, I recall an interview with a man who'd come to the UK as part of the Kinder Transport in 1939.

Q: What was the first thing that struck you about Britain?
A: The lack of double glazing.

We have known how to build energy efficient houses for decades, even centuries, yet we still build them with central heating boilers. Why?
