Cavity insulation of small bathroom extension

We live in a rented, semidetached, solid wall two storey house, probably Victorian ~1890.
Back in the 50/60's, a ground floor, brick built extension was added to contain Bathroom/wc, and pantry.(No other bath or wc in the house)
Cavity construction, with flat roof, timber/ply(?)/felted construction probably without any insulation at all.
Gets pretty cold in the winter !
Last year I phone a company to inspect with a view to having it insulated under the gov grant scheme, as I'm 70+.
When they heard that it was an extension, they immediately said that a gov grant wouldn't cover this, and hung up after saying a minimum cost of £150 for the job.
 
I'd be grateful to hear any comments on the above.

Try another company
 
get it insulated and if they will fill insulation in the roof void too. if not get the guys on site to do it all by the back door route.
 
In the mean time buy a heater for the bathroom say an oil filled radiator and run it for two hours before you have a bath or shower.

Yes, that's on the cards, and by the way, we're not masochists Wink
I wondered if they were just trying to get rid of us with that comment about an extension not being allowed under the grant scheme.
