Extractor Pipe with inadequate ventilation

Whilst in my loft last weekend, I discovered that the pipe from the extractor fan in the bathroom is merely sitting on top of the inside of the soffit. Although there are slits in the soffit, there is no proper vent for this pipe. The house is only 5 years old and we bought it last year. Should the builders have fitted a proper vent? The condensation and mould on the inside of the roof is really quite bad above where this pipe is sitting on the soffit. The pipe itself is a 4 inch grey plastic one with a white flexible plastic attachment.

Yes. The fan shouldn't exhaust into the roof void. It needs to be ducted to the outside. Well spotted!

Thanks Julian. Ill get onto the builders and see if theyll come back but I dont fancy my chances given the passage of time.
